New Science and Technology revolution has triggered changes of innovation paradigm, which need Innovation Platform to organize innovation activities. Based on the theoretical framework of Innovation Platform, the paper brings up four basic component elements: the framework of platform-based，the organizational entity that covers multiple links in the innovation chain, the innovation network built around innovation platform and the functional gaol of promoting innovation efficiency. Then, the characteristics and the cause of Innovation Platform will be analyzed. Integrating with the actual operation of the Innovation Platform , the paper summarizes the operational model of Innovation Platform for the construction of Innovation Platform in China.
