The platform for transforming scientific results of universities and colleges serves as the bridge and bond which effectively link universities with enterprises, economy and technology. Meanwhile, it is a service agency for technological and industrial chains. With the theoretical basis of adverse selection, this paper analyses some functions of the platform like integration, consultation, evaluation, and docking and its characteristics. In addition, the paper researches the participants and operational process. Based on the analysis and research, operational mode for the platform was established. For the purpose of optimizing the quality and level of this platform and ensuring the effective operation of the mode, this paper focuses on discussing on the operational mechanisms like sharing with coordination, motivating with multiple sources, serving with payment and being supervised by multiple parties, which will accelerate the capitalization and industrialization of scientific achievement.
