According to the weighting theory of entropy weight method, the comprehensive evaluation index of financial development and infrastructure are constructed respectively. And then it constructs the two-system coupling coordination model. The empirical results show that most of the county financial development and infrastructure in Shandong Province are in the stage of weak coordination or weak imbalance. The moderate coordination is mainly concentrated in the Qingdao-Weifang-Zibo-Jinan line. At the same time, the inter-regional financial development index shows a larger differences. In addition, it proposes policy recommendations that pay more attention to financial development, thereby improving coordination between the two and promoting economic development.
