The coordinated development strategy of Beijing, Tianjin, and Hebei has become a national strategy, and Hebei has accelerated the pace of undertaking the Beijing-Tianjin industrial transfer, which is of great significance to the transformation and upgrading of Hebei economy and the improvement of scientific and technological innovation capabilities. This article takes Hebei Province as the research object, based on the 2005-2016 data, uses the DEA Malmquist index method to calculate the changes in Hebei Province's technological progress over the past 12 years, and using this as a core variable to establish a technology spillover model to empirically test the technological spillover effect of industrial undertaking.The results of the study found that Hebei Province has the technological spillover effect of undertaking interregional industries, but the technology spillover effect of FDI is not significant; R&D expenditures have the most obvious role in promoting technological progress in Hebei, and the investment in human capital has little effect on the promotion of technological progress.
